Green gr in arizona are you still there?
In the southern part of the Okanagan Valley, in B.C. in Canada, which is just slightly north of the only desert in Canada, they have a town ordinance that to have a gr lawn you must first put plastic & then your soil on top of that. Then there is water rationing where you are only able to water your lawn every second day. On each street the even house numbers have one day & the odd numbers on the next day. Watering more than this brings a fine. Everybody uses plastic & they all have green lawns & only use water every second day. It works just fine. A lawn needs one inch of water per week, in southern Ontario which is the same latitude as Northern California. Hope this helps.
