Why the tutors of Virtual University of Pakistan cheat ignments from the website of foreign universities?

The tutors of the Virtual universitites of Pakistan are cheaters and they do not care to make their own ignments. They copy the questions from the websites of foreign universities or use their official university tutor IDs to get the Insturctor Manual and then give questions from those manuals and text books. The kickback is that such ignments are often not related to the course and are often above the comprehension level of the students. Some of the tutors who are cheaters are tutoring the subjects of Advanced Computer Arhcitecture, Artificial Intelligence, Data warehousing. There may be others I do not know of but these are some who are cheaters. The question is if they are paid by the University, then why do they avoid the hard work and cheat?
