Back Yard and Dirt Driveway Mud Pile?

Every winter my back yard stays wet and muddy and my entire drive way (dirt) becomes a sheet of ice and severly muddy with the thaw. If I pave the driveway it will be a skating rink. I believe I have clay on my property and a leech field for the septic in the backyard. Anyone have any ideas how to dry out my area without costing a fortune?
