Are there any jurisdictions in the US that prohibit prosecutors offering immunity in exchange for cooperation?

I doubt it, but I just wanted to see if anyone knew of a county, state, city, etc, where the strict policy or law is that immunity is not offered to defendants in exchange for cooperation.
